The UAE has world-leading mobile infrastructure — Dubai consistently posts 5G speeds over 700 Mbps. Visitor eSIMs roam on Etisalat or du, both with excellent coverage everywhere a tourist would go.

What's actually blocked in the UAE

This is the important bit, and the rules keep shifting. As of mid-2026 the UAE still restricts most consumer VoIP — WhatsApp voice/video calls, FaceTime, Skype, and Discord voice are inconsistent on local cellular and most hotel Wi-Fi. Text messages on these apps still work; only voice/video is restricted. Restrictions have eased on some networks since 2024, so behavior can vary day to day.

Workarounds:

Use a VPN (legal for tourists, but some VPNs are blocked too — ProtonVPN and Surfshark currently work)
BOTIM — UAE-approved voice app that consistently works
iMessage and regular SMS work fine
Microsoft Teams, Google Meet, and Zoom voice/video — generally work fine for business users

How much data?

3-day Dubai stopover: 2-3 GB. Maps, Careem rides, occasional Insta from Burj Khalifa.
7-day Dubai + Abu Dhabi: 5-8 GB.
10+ days with desert safari + Oman day trip: 10+ GB.

Coverage you should expect

Dubai (Marina, Downtown, JBR, Palm Jumeirah): Excellent 5G. 500+ Mbps regularly.
Abu Dhabi (Corniche, Yas Island): Excellent.
Desert (Liwa, Hatta): LTE near roads, dead zones in deep desert.
Border with Oman (Hatta crossing): Watch for accidental roaming onto Oman if your eSIM doesn't have a country lock.

Free Wi-Fi

Dubai Mall, Mall of the Emirates, all metro stations, Dubai International Airport, most hotels, and many cafés have free public Wi-Fi. If you're light on data, save heavy downloads for these spots.
